This vintage tin water scooper or dipper was used to dip water from a river. It has a hollow handle to accept a wooden pole for a good long reach. There's no maker's mark.
There's much finish loss on the outside. Inside is still mostly shiny. In the bottom crease opposite the handle is a bit of rust and there are two minor dents in the side wall. The handle is solidly attached.
