Vintage Adjustable Steel ICE TONGS Tote Icebox Blocks! - eBay (item 310051609871 end time May-22-08 17:31:31 PDT)
This vintage ice tongs was for toting smaller blocks of ice back when people had ice boxes instead of electric refrigerators. It looks adjustable with a lever on one side and a turning lock like a window latch on the other side. There's a spring to help keep the grippers tight on the block.
It looks like it was a silvery metal before the patina developed, maybe steel. I see no maker's mark.
