This strange old cast iron tool is marked, "American La France Foamite Corp" on one side and "La France Universal Elmira N Y" on the other side. A Google search gives me links to fire extinguishers and fire trucks, so maybe this is something to go along with one of those?
The little flat area on a stalk coming out the middle of the tool has a chip missing. The side of the curved end has a small square with something inside that could be 11 or A or U or H. Not much help to me. How about you?

That Piece of equipment is called a spanner wrench. It is used to tighten couplings on hoses and caps over the outlets of fire engines. It is not used with fire extinguishers.
