This is a strange tool to me. Would you call them pliers? They're marked, "Herbrand No. 188, Made in U.S.A."
They're made of a silvery metal and have much patina. Do you know what this tool is for?

These are called Huck Brake Pliers. Chevrolet used Huck Brakes on some vehicles from 1936 until approx 1952. This tool was used to compress spring loaded linkage pins to allow for the removal of the lock rings. This would then allow you to remove the brake shoes from other parts of the brake mechanism. You also used these pliers for reassembly.
